It’s time to Show Up, Stand Up and Speak Up!
The first two cities in L.A. County have proposed ordinances that would prohibit all registrants, regardless of type or date of offense, from visiting parks, libraries, museums and other public areas. These ordinances must be stopped before L.A. County duplicates Orange County where most cities have such ordinances!!
We effectively stopped the City of Cerritos, the first city in L.A. County, from passing its ordinance on August 23 when that city honored the request CA RSOL’s to stop further consideration of its ordinance. Unfortunately, the City of Lancaster took a different approach and initially approved a more limiting ordinance on August 28. Lancaster will consider that ordinance again on September 11. That is when YOU are needed to Show Up, Stand Up and Speak Up at the City Council meeting in opposition to that ordinance.
We have sent the following letter to the Lancaster City Council.

(4) make an online donation to CA RSOL at www.californiarsol.org. We are bringing light to this important issue and we will be heard!
Please join us at this important meeting! The City of Lancaster is proposing the worst ordinance yet. It robs all CA registrants…more than 93,000 and growing…as well as their families from going to public parks, swimming pools, library and museum. It also prevents them from going to arcades and movie theaters which are privately owned. We need to let the city know that they have gone too far!
I’ve recently read about the proposed new law affecting Sex Offenders in Lancaster and in total shock and dismay! It’s becoming increasingly apparent that many City Leaders decide to enact laws before even appropriately researching their laws! First, to enact a law forbidding someone from visiting a park, library, museums and other public places is both unconstitutional and appalling. We have individuals who have paid their debts to society, fulfilled their requirements secondary to parole/probation and its in essence saying the City doesn’t believe in Rehabilitation? We have murderers, gang members and those convicted of manslaughter secondary to driving under the influence of alcohol or drugs with more freedom? I personally think this is a wonderful opportunity for CA RSOL to make a clear and concise statement during their proposed laws? Lets let them pass it! Thereafter, we file suit, clearly win a judgement and uses the funds (perhaps in the millions) to fight other cities making the same poor decisions? Lets turn it around on them. Lets turn this Negative into a Positive and this Obstacle into an Opportunity. God Bless Janice.
USA…even so, please write to the City of Lancaster in an attempt to stop this. Everyone should. We need to get the message out that this witch hunt must stop, that ignorance breeds fear, and the politicians are blind to the facts. Your logic is interesting, but I think we should fight on the front end. Civil cases take years to resolve and how fair would that be in the meantime to our RSO’s??
It’s become very obvious Lancaster is behind in regards to reviewing current case law! Niagra County is currently seeking to overturn their current law! Furthermore, Federal Judges have overturned buffer zone laws in Suffolk and Geneva County! Furthermore, previous Judges have shot down laws in Albany, Rockland, Saratoga, Rennsslar, Rockland and Schenectady Counties! These were laws simply putting restrictive measures on where a sex offender can reside! Lancaster is beginning to sound like Nazi Germany in comparison! I think The City of Lancaster should consider the financial burdens they will impose on themselves should they impose this unconstitutional law! It’s the sign of the times! “Do the Right Thing!”
It’s interesting to note that Lancaster is also home to the California State Prison Reception Center, one of several facilities in California where inmates are sent after sentencing for processing/evaluation/classification. It sits on 262 acres of Lancaster land, employs some 1500+ people, and houses 3900 inmates at 170% of capacity, according to today’s CDCR statistics. Its operating budget exceeds $100 million Lancaster dollars.
I believe you have to hit this with law suits, public outrage, letters, voices, and prayer. Anyway you choose, do something. I am not sure when we stopped using the constitution but it happened. When I write to these law makers I try to make it about them. That seems to be all they care about. Once it could hit them, then sometimes they will listen. One of many soldiers on the front.
